Merchant deny list / allow lists are tools you can use on the PEX platform to further manage your organization’s spending. If your organization has specific rules related to allowed merchants, creating merchant lists can provide a flexible solution to two primary use cases:Documentation Index

- Deny list – purchases from denied merchants will be blocked, while purchases from all other merchants will be permitted
- Allow list – purchases from allowed merchants will be permitted, while purchases from all other merchants will be blocked
How to Create a Merchant List
- Log into dashboard.pexcard.com
- Click the “Business Settings” tab on the left side navigation
- Select the “Merchant lists” tab.
- Any existing custom categories will be listed, along with their descriptions, and the number of cardholders who are assigned that category.
- Click ‘Create New Merchant List.’
- On the “New merchant list” page, complete the fields for your new list:
- Name – the name of your new deny list / allow list.
- Description – the name of the new category must be unique. You cannot duplicate or repeat names.
- Add to your list by searching a merchant name and selecting a merchant.
- Click the “Create” button.
- Click the blue “Create new category” button
- The newly created merchant list will be added to your available merchant lists.
How to Enable a Merchant Deny List / Allow List There are two ways you can enable a merchant deny list / allow list for your cardholders. You can either create a new spend policy to apply to multiple cardholders, or you can add a spend rule to a single cardholder. Adding a Merchant Deny list / Allow list to a Spend Policy
- Go to the ‘Spend policies’ tab on the ‘Business settings’ page.
- Select ‘Create New Policy.’
- Enter the name of your policy.
- To set Merchant restrictions with your newly created merchant list, scroll to the ‘Merchants’ section of the page (note: you can find more information on Merchant Category restrictions here).
- Select one or more merchant lists from your available lists on the left hand side.
- Change the toggle on the right labeled ‘Add this merchant list to deny list / allow list’
- Select the type of list you would like to create (deny list / allow list).
- Click ‘Save Changes’ to enable your new deny list / allow list policy.
- Go to the ‘Cards’ page and select the appropriate card on the ‘Team members’ tab or ‘Vendors’ tab.
- Select the ‘Spend rules’ tab towards the bottom of the ‘Card details’ page.
- To set Merchant restrictions for this cardholder with your newly created Merchant List, scroll to the ‘Merchants’ section of the page (note: you can find more information on Merchant Category restrictions here).
- Select one or more merchant lists from your available lists on the left hand side.
- Change the toggle on the right labeled ‘Add this merchant list to deny list / allow listt’
- Select the type of list you would like to create (deny list / allow list).
- Click ‘Save Changes’ to enable your new deny list / allow list spend rules.
Merchant List FAQs
- Can I create a deny list / allow list for specific stores or locations?
- No – due to how merchants are stored in our database, merchant lists cannot be specified at the store/location level.
- Can I use merchant deny list / allow list for virtual cards?
- Yes – deny list / allow list can be used for both physical and virtual cards. Vendor cards can even be locked to a specific vendor (learn more about How to Create Vendor Cards ).
- What happens if a cardholder spends at an unauthorized merchant?
- The cardholder will receive a decline with the reason “Merchant not allowed for this cardholder.”
- Why was a cardholder declined at an allow listed merchant?
- Some merchants may not be correctly identified due to the way their point of sale terminals were configured. For example, joint Baskin Robbins / Dunkin’ Donuts stores may show up as either Baskin Robbins or Dunkin’ Donuts.
- What if I can’t find the vendor I’m looking for?
- If you are still unable to find the vendor you want, you can choose to expand your search (see below). However, the merchant results that appear from an expanded search have not been validated in our database and it is up to your discretion to use them for your card restrictions.
